• Search and rescue efforts of buildings that collapsed in the coastal strip of La Guaira during the double earthquake are transitioning to the recovery phase.

• The aftermath in the hardest hit areas is being met by civil, military and humanitarian responses and a solidarity of the Venezuelan community to provide assistance and aid.

• Concerns about the frustrations of survivors creating tensions and confrontations with government, security forces or international workers have not yet materialized.

• Security presence is very strong in the affected areas and international teams are still carrying out their work with confidence.

 

WHY IT MATTERS

The immediate impact of a major disruption is measured in fatalities, collapsed structures and damaged roads. The secondary impact typically falls off of headlines in short order, but shows up in the ongoing movement, medical access, communications, and the ability of organizations to prioritize humanitarian and critical efforts. In Venezuela, that secondary layer is still unfolding and felt and seen in the everyday response: the humanitarian scale of the disruption is backdropped against a support and response system already strained by years of economic pressure, institutional fragility, infrastructure degradation, and geopolitical strikes and isolation, but proving more resilient than many had anticipated.

The photos attached to this dispatch, and those in the broader media, capture only part of the picture. The larger question is what those conditions mean for people, movement, aid, business continuity, recovery in the days and weeks that follow. In environments like Venezuela, the most useful support is often not dramatic. It is practical: route validation, local context, medical and evacuation planning, communications.
