OCTOBER 2026 – W.40

“The assumption that Ethiopia’s armed opposition will fracture under the weight of its own differences may prove premature. Merrill Herzog was in country this month, and from analysis and time spent in the north, saw a level of capability amongst some of the opposition groups that has been downplayed and underestimated. These groups may be more capable than traditional analysis is giving them credit for, and are confronting a federal military that, at times and in certain areas, did not appear fully prepared for a multi-front challenge. The coalition does not necessarily need a common vision for Ethiopia to create a sustained challenge to the government."

- Sharbil Nammour, Merrill Herzog, Strategic Response Partner

ACTIONS

Plan for internet and telecommunication blackouts to occur, avoid travel outside major cities at night, and download offline emergency information for use during blackouts prior to travel.

WHY IT MATTERS

Drone strikes, cancelled flights from Ethiopia’s largest airport, and the severing of diplomatic relations with neighboring Eritrea signal a return to large-scale conflict in the region with the initial goal of ousting the Prosperity Party administration.

The Pretoria Agreement brokered in 2022 to halt violence in Ethiopia’s Tigray region has broken down, with resumed fighting between the Ethiopian government and Tigrayan forces spreading to three Regional States and pushing toward Addis Ababa.

Brazil’s general elections will take place on Sunday, October 4th with a runoff scheduled for the 25th of October if no candidate takes the majority.

WHY IT MATTERS

Candidates Lula and Bolsonaro are neck-and-neck in the polls, creating tension and the likelihood of protests, tetchy security forces, and local transit disruptions during elections.

ACTION

Follow local news outlets, social media accounts, and public transit hub checkers for metro area impacts from protests and demonstrations.

Article 403 Evokes 404

Updates to Mexico’s copyright and privacy legislation establishing criminal sentences for copyright infringement and digital fraud are generating fears that the laws will be used for political gain and to stimy freedom of speech.

WHY IT MATTERS

Un-tested legal updates that may impact what can be posted on public and social media sites may be unevenly enforced while precedent is established if passed.

ACTION

Disconnect from social accounts, limit social identifiers, and use clean electronics when traveling through countries with fluctuating laws on freedom of expression.
